Today the Organisation for the Prohibition of Chemical Weapons confirmed that Syria has functionally destroyed its chemical weapons production facilities. The OPCW inspected 21 of 23 sites with the other two deemed too dangerous in the ongoing civil war, and Syria said the other two sites were had already been abandoned. The Syrian government has until November 15 to present a plan for destroying its chemical weapons stockpile, and that will be more technically challenging. Will anyone notice this important foreign policy success?
