The National Transportation Safety Board has recommended a nationwide ban on the use of cell phones and other portable devices while driving, which may have contributed to a deadly highway pileup in Missouri last year. A driver in the initial collision had sent or received 11 texts in the 11 minutes before the crash. Thirty-five states have banned texting while driving but only the District of Columbia, New York, New Jersey, and Washington have banned all cell phone use while driving. Should Congress follow the NTSB recommendation?
