Los Angeles will be closing down Interstate 405 for 53 hours (dubbed “Carmageddon”) to add more lanes in order to ease congestion. Studies show that more roadways leads to more traffic and that the only effective way to curtail driving is to add congestion taxes such as those in Stockholm. Should U.S. cities add tolls to reduce traffic in order to ease congestion and improve the environment?
